Use target-size mode when an email, messenger, or upload limit matters. Use quality mode when visual quality matters more than an exact file size. Treat the target size as an estimate because codec behavior and container overhead can move the final result.
If keeping the original resolution does not reduce the file enough, compare 1080p with 720p, then 480p if necessary. Resolution reduction is especially effective for long clips and videos mainly viewed on smaller screens.
MP4 is usually the safer choice for sharing across mixed devices; choose WebM when your web workflow specifically benefits from it. The safety limit is up to 5 files: mobile 192MB per file / 256MB total, desktop 384MB per file / 768MB total, with lower limits possible on memory-constrained devices.
